Create application

Creates an installment application and returns the link for the client: redirect_url.

The client opens the link, gives consent, chooses a bank offer and signs the agreement with the bank.

Encrypt the phone number of the client: see «Phone encryption» in Installment Overview.

Follow the status with Get application status.

A repeated request with the same X-Request-Id returns the same application.

`201`	The application is created with the status `new`.	Open `redirect_url` for the client.
`400`, `401`, `422`, `500`	The request is rejected.	See «Errors» below.

Errors

The body of an error: error_code and error_description. The texts of validation errors are in Russian.

HTTP	`error_code`	When	What to do
`400`	`1001`	`X-Request-Id` is missing or is not a UUID.	Pass a new UUID.
`401`	`3001`	The signature is invalid.	Check the signature: see Invoice Overview.
`401`	`3002`	`X-JWS-Signature` is missing.	Pass the signature.
`422`	`1001`	A field is missing or invalid, the amounts do not match, the currency is not `UZS`, or the phone cannot be decrypted.	Fix the request.
`500`, `503`	`5000`	Internal error.	Repeat the request later with a new `X-Request-Id`.
