Reset PIN counter

This method is designed to reset the incorrect PIN entry attempt counter on a payment card. It is required when a card is temporarily blocked due to exceeding the allowed number of unsuccessful PIN entry attempts.
Upon successful execution of the request, the incorrect entry counter is reset, allowing the cardholder to use the PIN again for transactions.
This method does not change the PIN itself but only removes the temporary block caused by incorrect PIN entries.
